You can create that old fashioned newspaper print look by taking any photo, then going to:
Bitmap > Mode > Black and White

From there you can change the Conversion Method to a number of different settings.  I like Halftone and I change Screen Type to Round

The rest of the settings would depend on the image and can really vary from one photo to the next. 
I would then make the rest of the appropriate setting changes.  Once you like what you see in the preview box, select OK.  
But that's not all.  In CorelDRAW when you have a black and white image, if you have that image selected, you can right-click on a color from one of you color palettes and black will be changed to that color (including clear or no color). 

If you left-click a color in the color palette it will change white to that color (including clear or no color).
